안녕하세요? 미국에서 자라나는 차세대 한인 학생들을 위해 나누고 싶은 매우 중요한 소식이 있어서 알려드립니다. 지난 8월 31일 캘리포니아 주 정부는 캘리포니아의 9-12학년 학생들은 2029-30년 졸업생들부터 Ethnic Studies(인종학)를 졸업 필수 과목으로 이수해야 하는 법안을 통과시켰고, 현재 개빈 뉴섬 주지사의 서명을 앞두고 있습니다(AB 331 Status). 이를 위해 캘리포니아 내의 9-12학년 공립 교육기관은 2025-26년까지 Ethnic Studies 한 학기 코스를 학생들에게 제공해야 합니다.
인종학은 지난 세월동안 미국 정규교육에서 잘 다뤄지지 않아 온 미국 내의 소수 민족들의 역사를 다루는 학문이었지만 이제는 고등학교 졸업 필수 과목으로 부상하였기에 커리큘럼 개발을 위해 캘리포니아 주 교육부(California Department of Education, CDE)에서는 Ethnic Studies Model Curriculum을 만들어 작년에 이어 올해 다시 개정판을 발표하였고, 이에 대한 캘리포니아 주민들의 의견을 9월 한 달 동안 받고 있습니다. 가주 교육부에서는 이번에 나온 개정판 교육과정에 대한 의견 수렴 기간은 오는 9 월 30일까지이고 오는 11월 18일에는 최종본을 결정하고 2021년 3월에 최종본이 나올 계획이라고 합니다.
미주 한인 역사는 공식적으로 1903년에 시작되어 120년이 다 되어가고 있으며 인구 비율로도 아시안 중에서는 중국, 인도, 필리핀, 베트남에 이어 5위에 있습니다. 그동안 한인 커뮤니티가 미국 사회의 주요한 일원이 되었고 주류사회뿐 아니라 타인종 커뮤니티에도 대표적인 성공 사례로 인정되고 있으며 한글날, 미주 한인의 날 등의 기념일을 통해 한인 사회의 중요성을 주류사회가 인정하고 있습니다.
이번 인종학 커리큘럼에 한국에 관한 내용이 꼭 포함되어야 할 것입니다. 다민족 국가인 미국에서 인종 간의 갈등을 해결할 수 있는 가장 최선의 길은 교육이라고 할 수 있으며 한인 학생들의 자긍심을 높일 뿐 아니라 미국의 모든 학생이 한인 이민사 및 한국에 관해서 바르게 배울 수 있도록 한인 사회가 힘을 모아야 할 것입니다. 아래에 제시된 샘플 청원서 중에서 원하시는 것을 사용하시거나 혹은 자신의 의견을 영어로 적어서 9 월 30 일 전까지 This email address is being protected from spambots. I oppose the Ethnic Studies Model Curriculum in its current form, unless the CDE incorporates lesson plans on Korean Americans into the draft adopted in November 2020 by the IQC. Asian American and Pacific Islander Studies must be inclusive and equitable.
California recognizes Korean Americans through two resolutions. Hangul Day was passed on October 19, 2019 and recognizes the Korean American community as “an integral part of mainstream American society” that has “made important contributions as Californians in the fields of finance, technology, law, medicine, education, sports, media, the arts, the military, and government, as well as in other areas.” California also recognized Korean American Day on January 13, 2020 by passing Assembly Concurrent Resolution No. 142, which declares that “with diligence, fortitude, and an enduring belief in the American dream, Korean immigrants have helped to turn emergent areas within the State of California into thriving and respectable communities, while raising their children to be productive Korean Americans.”
I firmly believe that the Ethnic Studies Model Curriculum should include Korean American studies in its Asian American studies section. Thank you for your consideration

It is exciting to see that the Ethnic Studies Model Curriculum is moving forward. I do believe that a required course in Ethnic Studies has the potential to improve crosscultural understanding and to address the racism that we are witnessing throughout the United States. While there are many diverse Asian groups in America, I believe the Ethnic Studies Curriculum needs to be extended to include more Asian communities that live throughout California. I am particularly concerned that study of Korean Americans has been excluded.
The Korean American community has long helped shape the American landscape through its activities, contributions, and more. For example, we cannot discuss the 1992 Los Angeles Civil Unrest without referencing Korean Americans and the ethnic conflicts that arose during that period, and how this contributed to the violence and marginalization of minority groups. This incident implies a significant lesson for unity and solidarity among minority groups. It was also a turning point for many Korean Americans to realize the importance of civic engagement. Korean American experiences and interethnic relations would be very
powerful topics for California students to learn how to cooperate with each other in the diverse community of California.
The Korean American community’s presence, impact, and history are significant and an important part of ethnic studies education. To exclude the Korean American community in the Ethnic Studies Model Curriculum would be to ignore a major part of California’s and America’s heart and soul. Thus, I firmly believe that the Ethnic Studies Model Curriculum should include Korean American studies in its Asian American studies section. To leave out Korean Americans is yet again another act of marginalization and discrimination. Thank you
