2009년에 캘리포니아 주 교육부 History and Social Science Framework가 개정되어
한국에 관한 내용이 많이 포함된 사실을 알고 계시리라고 생각합니다.
계획대로라면 올해는 개정된 Framework를 수정하고 이에 따라 교재를 만들어서
내년부터는 학생들이 개정된 교과과정에 따라 배워야 함에도 주정부의 예산 부족으로 주지사의 반대 서명에 따라
2013년까지 보류되어 있는 상태입니다.
이미 지난 1월에도 우리가 함께 새크라멘토의 상원의원, 하원위원께 작년에 통과된
Framework의 수정작업을 반드시 재개해야 한다는 청원서를 발송했었습니다.
이번에 또 다시 Mark Wyland 상원의원이 주 지사에게 작년에 통과된 Framework의
수정작업을 반드시 재개해야 한다는 청원서를 주지사에게 보냈습니다.
그 법안이 Bill SB 1278입니다. 우리는 이 법안이 통과되어 캘리포니아의
모든 교사와 학생, 학부모님들이 새로운역사/사회 교과서를 가지고
최신의 세계사를 배울 수 있는 기회를 갖게 되기를 바라고 있습니다.
이번에 청원서를 보내는 방법은 다음과 같습니다.
1. 이번에는 이메일로 보내셔도 됩니다. 청원 내용을 (아래의 파란 부분) 이메일에 copy and paste해서 보내세요.
3월 말까지는 꼭 보내셔야 합니다. 그리고 이 이메일을 아는 분들께 Forward해주시기 바랍니다.

I support Senator Wyland’s Senate Bill 1278 to repeal the delay of adoption of the updated History-Social Science Curriculum Framework. I also support the adoption of AB 2609 to approve the framework and the development of instructional materials that include the recommendations of the 2009 History-Social Science Framework Committee.

************************************배경 설명 (한국어 )*****************************************************
배경: 캘리포니아 교과지침서는 유치원부터 12학년까지 (K-12th) 가르치는 교사들에게 각 과목당 무엇을 가르쳐야 할 것인지를 제시합니다. 캘리포니아주는 미국에서 가장 인구가 많은 주이므로 교과서 출판사들은 이 교과지침서에 포함되는 내용들을 주로 교재로 출판해 왔습니다. 그리고 교과 지침서는 6-8년에 한번씩 수정작업을 거쳐 최신 내용으로 갱신해 왔습니다.
2005년도에 채택되어 여태까지 써 왔던 역사/사회 교과지침서는 K-12th 교사들에게 한국역사문화에 대하여 가르치도록 요구하지 않고 있습니다. 다만 10-11학년 세계사 과목에서 미소냉전에 대한 내용 중에 한국전쟁에 관하여 잠깐 언급하는 정도였습니다. 다행스럽게도 2009년 1월부터 급변하는 세계 정세를 보완한 새로운 교사 지침서를 채택하고자 하는 작업이 진행되었습니다. 이 수정본에는 한국에 관한 내용들이 2,4,7,8,10,11,12 학년의 지침서와 부록에 포함되어 있습니다.
교과지침서 수정본에 포함된 중요한 이슈들은 다음과 같습니다.
1. 세계 역사문화 에 대한 폭넓은 이해
2. 아시안 이민자들에 대한 이해
3. 아시아 국가들의 괄목할 만한 성장, 특히 한국의 과학 경제 분야의 눈부신 성장과 민주주의 발전
4. 21세기의 도전, 극복해야할 문제들
그런데 2009년 7월 주지사는 가주의 예산위기때문에 모든 교과서 수정출판 작업을 2013-2014년도까지 보류한다는 법안에 서명을 하였습니다. 만약 지금 이 수정본 역사/사회 교과지침서가 주의회에서 통과 안 될 경우, 우리 자녀들은 새로운 역사/사회 교과서를 가지고 급변하는 세계를 배울 수 있는 기회를 2015-2016년까지 박탈당하게 되는 것입니다. 주 상원의원 Mark Wyland 는 주지사의 보류가 가주 학생들의 권리를 침해하는 것이니 수정작업을 당장 재개해야만 한다는 취지의 청원서를 주지시에게 보냈습니다.
그 법안이 Bill SB 1278입니다. 우리는 이 법안이 통과되어 캘리포니아의 모든 교사와 학생, 학부모님들이 새로운역사/사회 교과서를 가지고 최신의 세계사를 배울 수 있는 기회를 갖기를 희망합니다.

BACKGROUND: Curriculum frameworks provide guidance for K-12 teachers of what they are required to teach in California. Since this state has the largest population in the United States, textbook publishers print instructional materials based on what is included in frameworks adopted by the State of California.
The existing History-Social Science Framework (adopted in 2005) does not require K-12 educators to teach anything about Korean history or culture except for possible references to Korea in teaching the Cold War period in 10th grade World History and the Korean War in the 11th grade. The new History-Social Science Framework was crafted over a period of six months in 2009 and responds to changing demographics that include such important elements as cultural relevancy, the growing need for understanding world history and cultures, Asian-American history, recent developments in Asia (such as Korea’s rapid economic growth, achievements in technology and democratization) and challenges of the 21st century. The revised framework includes Korea in grades 2, 4,7,8,10,11, 12, and the Appendix.
In July of 2009, the Governor signed a bill that delays the adoption of any new curriculum frameworks until the 2013-2014 school year. If the new frameworks are not approved now, their implementation and adoption will be thus delayed until the 2015-2016 school year.
PETITION: I support Senator Wyland’s Senate Bill 1278 to repeal the delay of adoption of the updated History-Social Science Curriculum Framework. I also support the adoption of AB 2609 to approve the framework and the development of instructional materials that include the recommendations of the 2009 History-Social Science Framework Committee.
